Manley was born on October 22, 1922 to Louis and Nellie Fliger in New Hampton, Iowa. He was the fourth of seven sons and one daughter. His was a happy and boisterous childhood in the small Midwestern town. His father founded the Fliger Bakery, where all the children helped out before school and during summers, although Manley "escaped" to be a lifeguard at the local swimming pool. He then returned to his home town, where he married his one true love, his high school sweetheart, Sibyl Marie Roberson. This loving marriage lasted 70 years. They welcomed two daughters and a son. Manley's family and friends enjoyed his kind generosity, fun and jovial spirit and he was singing and whistling to the very end. As an active family, they loved travel trailering, boating and water skiing. He especially enjoyed hunting, fishing and trap shooting with his son. In addition, he was a voracious reader and enjoyed partnering with Sibyl during golf and bridge playing. His successful career as a top B-52 Radar Navigator/Bombardier spanned 28 years (including WWII to Viet Nam). Upon retiring, he added a BA in Sociology at EWU to his BS in Flight Engineering. Manley then served as a Superior Court Clerk until his second retirement.
