William J. Riggs Obituary Ed.D. (Age 88) William Bill Riggs entered into rest at Royal Park Care Center on November 30, 2017 after a 13-year fight against the effects of Parkinsons Disease. He was born November 15, 1929 in Coeur dAlene, ID to Marguerite and James Riggs; he attended North Idaho Junior College. Bill served in the U.S. Air Force during the Korean War. When the war ended, he decided that he wanted to go into education and enrolled in Eastern Washington College where he met his wife of 62 years, Joyce. They moved to Sandpoint, ID where he taught 6th and 7th grades at Cocolalla School. In 1956, they moved to Spokane where Bill taught 8th grade for two years at Roosevelt School and also completed a Master of Education degree from Whitworth College. In 1958 they moved to Pullman, WA to attend WSC where he received a grant from W.K. Kellogg Foundation for training school superintendents and he received his Ed.D. He was assistant superintendent at West Valley School District from 1960-64. In 1964, he became superintendent of the Cheney School District for eight years. In 1972, he became deputy superintendent of Spokane School District. He retired in 1982 and started a consulting business, working with many school districts in Washington and in Coeur dAlene on school programs and facilitys needs. His last project was in Cheney in 2001. He was a loving husband, father, grandfather and friend. He is survived by his wife, Joyce Riggs; son, Kyle (Cindy) Riggs; four grandchildren, Charlie, Benjamin, Sarah and Taliah Riggs of Yale, WA.
